We often receive inquiries about how to enroll in study programs in English in countries such as Scandinavia, Germany, France, Spain, and others, so we decided to address this topic as well.
Graduate and postgraduate programs conducted entirely in English are very common in countries where English is not the official language. It is highly likely that there is a master’s or doctoral program in English in whatever field interests you. Scandinavian countries are an especially good choice for such programs due to their diverse and wide range of studies. They are also popular because of their affordable costs. Studies there are generally free!
However, at the undergraduate level, the situation is quite different. Undergraduate programs exclusively in English are rare in France, Spain, Germany, Denmark, Sweden, Norway, and other countries. Of course, such programs do exist. However, you will most often find them in economics-related fields and more frequently at private universities (though not exclusively). Programs conducted in both English and the local language are much more common and are a very good option for those who are able to study in two foreign languages.
The country with the largest selection of study programs exclusively in English, where English is not the official language, is the Netherlands. There you will find high-quality study programs entirely in English (without requiring knowledge of Dutch). Additionally, tuition fees are very reasonable!
As for countries where English is the official language, the United Kingdom already had high tuition fees compared to other European countries even before Brexit, and after it, prices have increased significantly. Unfortunately, this often makes the UK quite inaccessible for a large portion of the Croatian population, although there are loans and scholarships that help make students’ dreams possible. And then there is Ireland, with a wide selection of quality universities and programs at significantly lower costs!
1. EXAMS REQUIRED FOR ADMISSION
There are several types of exams you need to pass in order to enroll in your desired university. If the program is conducted in English, you will definitely need to pass a language proficiency test. Some of the most common are IELTS, TOEFL, and DUOLINGO. All of these standardized tests measure language skills in reading, listening, writing, and speaking.
Students whose education in the last two years of schooling was conducted in English (for example through the IB program, international school, or exchange programs) may be exempt from taking language proficiency tests. Each university decides this individually, so it is necessary to check their specific requirements.
1.1. IELTS (International English Language Testing System)
IELTS is one of the leading tests in the world used to evaluate English language proficiency. This standardized test is developed by the University of Cambridge. IELTS can be taken in a test center either on paper (paper-based) or on a computer (computer-based), and it consists of four parts (modules), usually taken in this order: listening, reading, writing (essay), and speaking.
The exam lasts 2 hours and 45 minutes. Tests are usually held twice a month (most often Thursday and Saturday) according to a predefined schedule. The price of the test is 1,754.00 HRK.

1.2. TOEFL (Test of English as a Foreign Language)
TOEFL is an exam that measures language skills in reading, listening, writing, and speaking. It is administered by ETS (Educational Testing Service). The test lasts about three and a half hours and is quite demanding. It is scored on a scale of up to 120 points.
There are two ways to take the test: on a computer via the Internet (Internet-Based Test) at a test center or from home (Home Edition). In Croatia, it can be taken in test centers in Zagreb and Split. The exam costs 220 USD.

1.3. DUOLINGO
Duolingo is a standardized online test that measures English language proficiency. It assesses writing, reading, listening, speaking, and proper language use. Scores range from 10 to 160.
The test is taken from the comfort of your home or any location with a stable internet connection. The cost of the DUOLINGO test is $49 (USD).

1.4. SPECIFIC TESTS
In addition to language tests, some universities also have their own additional exams, for example for medicine, law, or architecture programs. We can research what exactly you need to take or help you with the process.
2. DOCUMENTATION REQUIRED FOR APPLICATION
2.1. Basic documentation
Application documentation for universities is extensive and often time-consuming to collect. Depending on whether you are applying for undergraduate or graduate studies, the required documents may differ slightly.
2.1.1. Basic documentation for undergraduate studies
The main requirement is high school transcripts, including certificates from all four years and the final graduation certificate. Universities often offer conditional admission until students complete their final year and exams.
Documents must be translated and certified if they are not already in English (or the language of the country of study).
2.1.2. Basic documentation for graduate studies
Required documents include academic transcripts and a certified translation of your undergraduate diploma. In many cases, course descriptions are also required.
2.2. Letters of recommendation
Letters of recommendation are required for both undergraduate and graduate applications. At the graduate level, they are almost always required, while at the undergraduate level it depends on the university.
Typically, one to three academic recommendations are needed (from principals, teachers, professors). Additional recommendations (coaches, employers, etc.) are often accepted.
2.3. Motivation letter
Applicants may also need to submit essays or motivation letters (Personal Statements). These are usually limited by word count and provide insight into your thinking, motivation, and future plans.
2.4. Application form
Most universities allow document submission through their own application systems. If a centralized application system is available, it simplifies the process since your data can be reused across multiple universities.
However, each university still requires its own additional forms and essays.
2.5. Additional documentation
Depending on the university, additional documents may be required. Scholarship applications often require financial documentation.
3. TYPES AND DEADLINES FOR APPLICATIONS IN EUROPE
Application deadlines vary across Europe, but final documents (such as final transcripts) are typically submitted in the summer.
Most countries (Scandinavia, Ireland, Netherlands) have spring deadlines, while UK deadlines are usually in January. Application portals often open early (October/November), allowing enough preparation time.
Some universities have multiple admission rounds (rolling admission), where earlier applications have better chances.
4. FINANCING STUDIES IN THE EU
Many programs offer scholarships as part of the application process. External scholarships are also available but usually require prior admission.
Students may also defer admission for financial reasons. There are multiple funding options.
